Frequently Asked Questions

  1. How are eligible Residents counted?

    To be counted, a resident must be in an approved training program (see 42 CFR 413. 75 (b)), be a graduate of an accredited medical school in the U.S or Canada; or have passed the United Stated Medical Licensing Examination (USMLE) Parts I and II (for international graduates). Resident counts are based on the number of residents training at the hospital complex and certain non-provider settings/sites throughout the hospital’s fiscal year.

  2. What are the program deadlines?

    The deadline for the initial application is August 1. The deadline for the reconciliation application is May 1.

  3. How is the annual report used?

    The CHGME Payment Program hospital/grantee uses the annual report to provide information about the hospital’s residency training programs submitted as an addendum to the hospitals’ annual applications for funds.

  4. What is the IRIS?

    The IRIS is the Intern and Residents Information System. It is a data base format file used to capture all the information needed to compute the provider’s FTE count for interns and residents working in approved programs.

  5. How can I get technical assistance?

    One-on-one technical assistance is provided by the hospital’s Regional Manager year round via telephone or email. In person Technical Assistance workshops open to all interested parties. Workshop dates will be announced on the CHGME PP website and in the past have been offered twice yearly by CHGME PP staff on the East and West coasts of the US.

  6. What is DME?

    Direct Medical Education (DME) payments cover the direct cost of GME such as stipends and fringe benefits for residents, and salaries and fringe benefits for faculty.

  7. What is IME?

    Indirect Medical Education (IME) payments cover expenditures such as the cost of treating more severely ill patients, and processing diagnostic tests because of training residents.

  8. What is the FTE Assessment?

    The CHGME PP has contracted with fiscal intermediaries (CHGME FIs) to conduct an assessment of resident FTE counts that are reflected in the children’s hospital’s initial application for CHGME PP funding. Any changes to the resident FTE counts initially reported are determined by the FI.
