CHGME Payment Program Governing Federal Statutes, Regulations, and Policies

Congressional mandates governing the administration of the CHGME Payment Program requires adherence to sections of the Social Security Act and the respective sections of the Code of Federal Regulation and specific policies related to the Federal support for graduate medical education published each by the Centers for Medicare and Medicaid Services within the Inpatient Prospective Payment System (IPPS) Federal Register Notices.

The Department of Health and Human Services has published a series of notices in the Federal Register proposing and finalizing policies for the administration of the CHGME Payment Program. In developing these policies, the Department has incorporated available CMS CME rules and regulations as required by §340E of the Public Health Service Act and its accompanying amendments.

  • The Healthcare Research and Quality Act of 1999 authorizes the CHGME Payment Program to make both Direct Medical Education (DME) and Indirect Medical Education (IME) payments.
  • Free standing children’s hospitals have seen an increase from 12 million to over 98 million for total DME payments and from 25 million to over 197 million for total IME payments since the start of the program in 2000.
