Date: November 9, 1998

To: Lenders, Holders, and Servicers Participating in the Health Education Assistance Loan (HEAL) Program

Subject: Year 2000 Compliance - Timeline for Tape Submissions
Lender Policy Memorandum L-1999-1

This is a follow up to our Lender Policy Memorandum L-1998-17 dated September 24, 1998 on submission of Y2K compliant tapes. We inadvertently omitted the Attorney Retained Date field from the Litigation Tape Specifications (J Records). Attached are the revised tape specifications for all lender reported data including the corrected Litigation Tape Specifications (J Records). These tape specifications replace those previously sent with the Lender Policy Memorandum L1998-17. We apologize for any inconvenience.

The following timeline has been established for submission of Y2K compliant tapes.

Until December 31, 1998:

Continue submitting production tapes in the existing format. i.e.. with two digit (YY) "year" data. Production tapes with four digit (YYYY) year" data will not be accepted during this period.

December 1 - December 31, 1998: Test tapes with four digit (YYYY) "year" data may be submitted for testing.

January 1, 1999 - February 28, 1999: Production or Test tapes with four digit (YYYY) "year" data OR production tapes with two digit (YY) "year" data can be submitted.

March 1, 1999 and beyond: All production tapes must be submitted with four digit (YYYY) "year" data only. Any tape received on or after March 1, 1999 with two digit (YY) "year" data will not be accepted.

During this transitional period, please clearly label all tapes and diskettes as either "production" or "test." Even though we will continue to accept production tapes with two digit (YY) "year" data until February 28, 1999, we advise that lenders change their computing systems to generate four digit "year" data as soon as possible and submit test tapes for our certification though not earlier than December 1, 1999. During the testing period of December 1, 1998 through February 28, 1999, we will convert all production tapes submitted with two digit (YY) "year" data to tapes with four digit "year" data for processing by using appropriate conversion programs. However, any data we provide to the lenders on diskettes/tapes on or after January 1, 1999 will have "year" data in four digit (YYYY) format. Lenders will be responsible for developing and using their own conversion programs to change these four digit "year" data back to two digit "year" data as needed.

If  you have any questions regarding this memorandum, please contact Dr. Ram B. Jain, Deputy Associate Director, HEAL Database Operations at (301) 443-1540 or at RJain@ HRSA.DHHS.GOV.
