Dear Grantee:
I am pleased
to announce the latest release of the Health Resources and Services
Administration’s (HRSA) Bureau of Health Professions (BHPr) web-based
Comprehensive Performance Management System and Uniform Progress
Report (CPMS/UPR) system.
You can access
the CPMS/UPR through the HRSA’s Electronic Handbook (EHB), the electronic
grants management system, using your EHB identification and password.
If you have not registered with the EHB, you must do so prior to
accessing the CPMS/UPR. An online video training module on url:
http://bhpr.hrsa.gov/grants/default.htm,
is available and it is highly recommended that you review this video,
especially if you are a newcomer or before contacting the HRSA Call
Center for assistance. The video covers EHB registration and
a number of other informative items including how to navigate the
CPMS/UPR system.
This year the
CPMS/UPR system will feature eight new Core Performance Measures.
The measures are aligned with the four goals of the BHPr and are
separated into four key areas: infrastructure, primary care, quality
and distribution. In addition, grantees are now able to set their
goals for the outcome measures. These goals will be set annually
by grantees and will enable the them to measure their success over
the duration of their grant.
The CPMS/UPR
schedule and report deadline for each program are listed on
the BHPr Web site. Grantees must demonstrate adequate progress on
their CPMS/UPR report to maintain eligibility for continuation funding
for a subsequent budget period within a previously approved project
period. The CPMS/UPR schedule identifies programs that are not included
in the fiscal year (FY) 2008 President's Budget. Accordingly, please
note that continuation funding will be subject to the availability
of funds once Congress takes final action on the appropriations
for FY 2008. Updated information on congressional action on appropriations
will be available on the HRSA Web
site.
The Bureau is
