Graduate Psychology Education (GPE)

HRSA has received a number of inquiries regarding the allowability of stipend support for trainees participating in practica, clerkships, assistantships and/or externships, as well as for post-doctoral fellowships and residencies.  Below are Frequently Asked Questions (FAQs) regarding stipend support that are designed to clarify any areas of confusion.

Question: The Funding Opportunity Announcement (FOA) provides two tracts for potential applicants to apply under - are stipends allowed under both tracts?

Answer: Yes, stipends for students are allowable in both tracts.  The GPE program is intended to provide practice-based experiences (i.e. internships, practica, clerkships, etc.) so that a higher number of graduating doctoral psychologists per academic year can provide behavioral health services to underserved communities.  The two tracts will support students in applying new paradigms and concepts through their practica and/or internship experiences, which they can use in their own practice in the future.

Question: Who may receive stipends under Tract 1?

Answer: For Tract 1, stipends may be paid to students participating in practica, clerkships, assistantships and/or externships during the (doctoral) academic years. The practice-based experiences should focus on the integration of behavioral health care into primary care and public health, on clinical work with vulnerable and underserved populations, and on innovative approaches to interprofessional practice.

Question: Who may receive stipends under Tract 2?

Answer: In Tract 2, stipends may only be paid to students participating in their one-year doctoral internship following completion of their academic training.  The internship experiences should focus on the integration of behavioral health care into primary care and public health, on clinical work with vulnerable and underserved populations, and on innovative approaches to interprofessional practice.

Question: Are post-doctoral individuals eligible to receive stipend support?

Answer: No, post-doctoral individuals are not eligible for stipend-support through HRSA-13-199.

Question: What are the two tracts that potential applicants can apply under for HRSA-13-199?

Answer: This training grant program is represented in two tracts: 1) education and training program content and design (psychology schools and programs), and 2) experiential learning for doctoral psychology students in internships.
